The Criminal Investigations Division encompasses all law enforcement and forensic components residing within the Department of Financial Services. With this broad responsibility, the division investigates a wide range of fraudulent and criminal acts including:

  • Insurance Fraud Investigations
  • Workers’ Compensation Fraud Investigations
  • Fire, Arson, and Explosives Investigations
  • Theft/Misuse of State Funds
  • Fire and Explosives Sample Analysis

REQUIREMENTS:

  • Four (4) years of experience in Accounting, Finance, Economics, Business Administration or Criminal Justice. A bachelor’s degree from an accredited college or university majoring in the areas listed above may substitute for the required experience.
  • Experience in Accounting and Auditing (analyzing bank records/financial statements/investigations and financial records).
  • Experience conducting interviews.
  • Experience writing investigative documents or audit reports.

PREFERENCES:

  • Certified Public Accountant (C.P.A.) certificate.
  • Experience testifying before a court, grand jury, or in a deposition with regards to criminal, civil, or administrative action.
  • Experience reviewing contract documents for compliance with state rules, regulations, and laws.

Special consideration may be given to eligible candidates who have bilingual verbal & written skills that meet a critical need of the agency’s mission.


This position requires a security background check which includes a financial credit report, and fingerprinting.

OUR SALARY & BENEFITS:

The minimum base salary for this position is $55,000.08 annually.


Employees of the Department of Financial Services are paid on a monthly pay cycle.

Knowledge of basic accounting and auditing principles, methods of compiling and analyzing data, monitoring techniques, basic mathematics. Ability to review, analyze, and evaluate financial data, examine, and audit financial records, prepare financial audit reports, understand, and apply laws, rules, regulations, policies, and procedures, conduct research, and prepare reports, probe, and obtain critical facts, utilize problem-solving techniques, plan, organize, and coordinate work assignments, communicate effectively, establish, and maintain effective working relationships with others. Ability to plan, organize and coordinate work assignments. Ability to present detailed verbal presentations.

BRIEF DESCRIPTION OF DUTIES:

If applicable, (Incumbent of position is a member of DFS’ Disaster Response Team and, in that capacity, may be required on short notice to perform duties and necessary attendant travel in support of disaster relief efforts.)

This position has responsibilities involving procedures adopted by the Department, Division, and Bureau. The procedures are part of the internal control structure used to provide reasonable assurance that objectives are met. This position shall use, comply with, and, if needed, improve these controls and procedures in the performance of duties within the Office of Fiscal Integrity.


Incumbent is under the direct supervision of the Fiscal Integrity Lieutenant:


Conducts complex investigations, traveling when required, in various areas of responsibility within the Department of Financial Services’ jurisdiction.

  • Reviews and analyzes complaints, issues subpoenas, reviews, and analyzes financial records and reports, interviews witnesses, takes sworn statements, develops cases, and gives testimony in administrative, civil, and criminal cases.
  • Prepares details charts, exhibits, and reports for use by Department attorneys and state and federal prosecutors.
  • Reconciles accounts in accordance with generally accepted accounting principles (GAAP) or other comprehensive basis of accounting.
  • Analyzes or audits financial records to identify irregularities or illegal activities.
  • Performs complex financial analysis to determine trends and identify causes and results.
  • Analyzes and documents accounting and administrative controls and procedures.
  • Audits or analyzes complex financial statements and exhibits.
  • Prepares reports to reflect the results of audit work or analysis.
  • Conducts joint investigations with other agencies on the local, state, and federal level.
  • Provides assistance to other investigators and prosecutors on the local, state and federal levels in the investigation of complex financial crimes.


Assists the Fiscal Integrity Lieutenant:

  • Handling of complex investigations through administrative, civil, and criminal proceedings
  • Briefing the Fiscal Integrity Lieutenant regarding reviews of on-going complex financial investigations.
